And someone offered me a possible answer:
The word skate is used as a verb that describes the physical effort of sliding on ice.
when Citra flies on the ice it merely suggest the flying will be directly above the ice. Flying may entail no requirement for the sliding on ice. The word "more" denotes the relativity of frequency.
